---The newly-formed Unionist government of Arkansas meets in
convention in Union-occupied Little Rock to adopt a new state constitution. This new state government is a grassroots
effort that started in Northwestern Arkansas the year before, in the highlands,
where Unionist sentiment is strong. In
fact, Pres. Lincoln does not even know about this convention. A noted article in the new state
constitution: slavery or any kind of involuntary servitude or indenture are
banned from Arkansas.
