--George Templeton Strong, a New York lawyer closely involved in the founding of the U.S. Sanitary Commission, writes in his journal concerning the passage of a Medical Bureau Reform Bill: "Neither Congress nor the President nor the people appreciate the importance of that measure. Nothing but a disastrous epidemic of camp fever, paralyzing the army and carrying death and dismay through the whole community (which the diseased army will infect), can purge their vision. Washington is already full of smallpox and typhoid disease."
